Purpose
1. To provide young adult female orphans, age 18, with food, clothing, and shelter, while help
ing these orphans find and maintain jobs.
2. To provide nurturing house parents and a program to teach self-reliance and life skills for successful integration into Bulgarian society.
Description of Project
Under the supervision of one set of house parents or house mother hired by Vanguard Ministries, qualifying young adult females orphans will live at House of Destiny and will be required to complete a mentoring program through Vanguard for at least one year.
Upon entering the program, orphans will receive a “welcome package” of clothing and toiletries. Vanguard Ministries will pay for their first two months rent. Residents will be required to sign a contract and adhere to the rules and moral standards of the program while maintaining a job, contributing to housekeeping assignments, and participating in group social activities and community service. It will be the goal of Vanguard Ministries to help residents receive an eduction or technical trade skill during their stay at House of Destiny.
Upon graduation from the program, each participant will receive a certificate of honorable completion as well as essential items needed for living independently.
Duties of the House Parent(s)
1. Supervise the orphans, maintain curfew, organize appropriate activities, and enforce house rules, etc.
2. Hold weekly group (family) meetings.
3. Plan a monthly community service project.
4. Plan a monthly group recreational/educational activity.
5. Conduct Saturday cleaning checks.
6. Be available to the women as mentors and friends.
7. Create a family atmosphere.
8. Help residents learn life skills such as problem solving, personal hygiene, social etiquette, housekeeping, food purchasing and preparation, laundry, money management, etc.
Long Term Goals of the Project
To eliminate suicide, prostitution, unwanted pregnancy, alcoholism, drug addiction, unemployment, homelessness, and other anti-social and/or criminal behaviors common among young adult orphans. We believe that nurturing Bulgaria’s rising female orphan population through this program will create better opportunities for them in Bulgaria’s communities and make it easier for these young women to secure jobs, live as competent citizens, and ultimately strengthen the communities in which they live.
Program Budget (based upon one year/per resident)
1. Cost of house rent (based on eight residents) = $500.00
2. Cost of furnishings = $600.00
3. “Welcome Package” of supplies = $200.00
4. Cost of living for two months = $180.00
5. Allowance for the parents to conduct monthly group community service project, monthly recreational activity, educational excursions, weekly meetings, birthday and holiday parties, and travel expenses = $300.00
Total program cost per year = $1,780.00 (based on eight residents)
Budget for House Parents (per year)
1. Rent = $1,000.00
2. Cost of living = $2,000.00
3. Furnishings = $1,500.00
Total cost for house parents = $4,500 (based on two house parents)
